Does the term "hyperparameter" refer to hard-coded model parameters?

Does the term "hyperparameter" refer to hard-coded model parameters? For example, suppose I have the simple model: $$f(x) = 3x+a.$$ Would "3" be a hyperparameter, and $a$ a model parameter?
